Aboveground Petroleum Storage Act (APSA)
The purpose of this program is to protect waters of the state (surface water and groundwater) from exposure to (petroleum-based) oil stored in aboveground storage tanks by confirming compliance, for specified facilities, with the federal Spill Prevention, Control, and Countermeasure rule. This is achieved through routine, periodic, and complaint inspections, surveillance, enforcement, public education, and assistance to industry.

Certified Unified Program Agency (CUPA)
The purpose of the Unified Program is to consolidate, coordinate and make consistent the administrative requirements, permitting, inspection activities, enforcement activities and fees for hazardous waste and hazardous materials programs in each jurisdiction. The EHD was approved by the State as the CUPA for San Joaquin County in January of 1997. The EHD administers the Hazardous Material Business Plan, California Accidental Release Prevention (Cal-ARP), Aboveground Petroleum Storage Act, Hazardous Waste Generator, Hazardous Waste Onsite Treatment (Tiered Permitting) and Underground Storage Tank program.

Food & Restaurant Inspections
The purpose of this program is to prevent the occurrence of foodborne illnesses and to promote safe food preparation, production and service in clean and appealing food facilities. The EHD is responsible for conducting routine inspections and issuing permits for all retail food operations in the county, responding to citizen complaints, educating food handlers and operators, and review and approval of construction plans for new and remodeled food facilities.

Hazardous Waste Generator Program
The purpose of this program is protection of public health and the environment from exposure to hazardous wastes by regulation of the businesses and industries that generate hazardous waste. This is accomplished through a comprehensive program of inspection, chemical emergency response, surveillance, complaint investigation, and assistance to industry, enforcement and public education.

Housing Abatement
A program established to ensure minimum housing standards in the unincorporated area of the county. The EHD is designated as an enforcement agency for the San Joaquin County Housing and Nuisance Abatement Code, which adopted the State Housing Law and the Uniform Code for the Abatement of Dangerous Buildings.

Land Use/Land Development
The purpose of this program is to prevent health hazards and mitigate environmental degradation from land development projects. In San Joaquin County the EHD staff serve as advisors to the County Planning Commission. The EHD staff investigates and evaluates county land use applications involving subdivision and parcel maps, site plans, variances, use permits, environmental impact reports, business licenses. Projects are evaluated for compliance with laws regarding domestic water supply, sewage and solid waste disposal, and vector control. The EHD staff attends pre-application conferences, development committee and Planning Commission meetings.

Liquid Waste
The purpose of this program is to prevent the spread of disease and environmental contamination by ensuring proper handling and disposal of sewage effluent. State law requires regulation of septage pumper trucks and yards, and chemical toilets. Local ordinances and standards govern construction, permitting and inspection of package treatment plants; and the construction, repair and destruction of on-site septic systems.

Milk & Dairy Inspections
The EHD is the State approved Milk Inspection Service Agency for San Joaquin County. Responsibility for inspection and quality control for dairy farm sanitation and milk grading is delegated by the State Department of Food and Agriculture. Dairies producing market and manufacturing milk are officially inspected two times per year for sanitation and routine milk samples for quality control are collected every five to six weeks.
